Putin orders FSB approval for foreign ships entering Russian seaports

Foreign vessels will require the permission of the Russian Federal Security Service (FSB) to enter the country’s seaports, according to an executive order signed by President Vladimir Putin.

Starting July 21, vessels arriving from foreign ports shall enter the seaports of the Russian Federation with the permission of the captain of the seaport coordinated with the concerned official of the Federal Security Service (FSB), according to a presidential decree published on Monday.

President Vladimir Putin signed the executive order on the specifics of the entry of vessels into the Russian seaports in accordance with article 8 of the federal constitutional law No. 1-FKZ on martial law, dated January 30, 2002.

The new measures came into force immediately after the decree was published on Monday.

The Russian Federal Security Service (FSB) shall determine the officials authorized to carry out the coordination in accordance with the decree issued on July 21.

The government of the Russian Federation declared that it shall ensure the implementation of this decree.

Specifically, the Federal Security Service has been tasked with assigning officials to check vessels coming to ports, with the government overseeing that the decree is carried out in full.

Relevant instructions have been issued to the Federal Security Service and the government of the Russian Federation.

The wording of the new decree made it clear that it would apply to all ports. Authorities have not yet commented on the reasoning behind the new restrictions.
